The Government of the Republic of Uzbekistan has approved new rules for regulating foreign economic activity, which significantly simplify the customs clearance procedure for imported products. The Cabinet of Ministers of the Republic adopted Resolution No. PKM-324, which approves the official regulation on issuing confirmations for imported goods based on foreign certificates of conformity.

The document regulates a transparent legal mechanism for recognizing foreign permits that certify product safety and quality. According to the approved regulation, importers gain the ability to promptly process an electronic confirmation from authorized state bodies for the subsequent import of goods into the territory of the republic. The electronic confirmation, obtained in the established manner, serves as an official and sufficient basis for releasing foreign goods into free circulation on the country's domestic market.

To undergo the simplified procedure, the applicant must submit an electronic application to the customs authorities, attaching a copy of documents confirming the product's compliance with international or foreign standards. In the application form itself, the importer is obliged to provide accurate and reliable information:

1. Transit declaration number, exact product name, and its code according to the Commodity Nomenclature of Foreign Economic Activity (HS Code).

2. The official name of the manufacturing company and the country of origin of the cargo.

3. Full details of the foreign certificates of conformity and other accompanying documents, if stipulated by national legislation.

The customs service promptly forwards the received information for review to the relevant departments. Following their approval via an integrated information system, the final customs clearance of the goods is completed.

For Chinese companies actively increasing their exports of food and industrial FMCG goods to Central Asia, this reform significantly reduces administrative barriers. Previously, the need to undergo repeated certification within Uzbekistan led to additional financial costs and delays at the border, which is critical for perishable food products (beverages, confectionery, sauces). The recognition of Chinese national certificates of conformity will allow exporters from the PRC to clear customs faster, optimize supply chains, and promptly deliver products to major retail chains in the republic.
